Your peer's experience is closer to your own because they have recently been in your own situation, meaning that they also recently had to learn the same material you are currently struggling with. A teacher, on the other hand, doesn't necessarily remember what it's like to be in a student's shoes because of the amount of time that has passed since they were a student. The quote is from Norvig's 2012 TED Talk about an innovative online classroom he helped design.
